Survey results

The survey results show that responding to the fiscal crisis brought along several changes and power shifts in the conventional decision-making patterns in European governments (Figure 5.2). Namely, extensive increase in the power of Ministries of Finance and, to a slightly lesser extent, in the power of organisational budget-planning units were reported, alongside the general increase in centralisation of organisational decision-making. According to the respondents, politicians gained more power during cutback decision-making when compared to the pre-crisis period.
